If it is for the safety of the people, I would suggest driving slow would result in less crashes and more safety specially if the kids are around in the area. I personally feel that 60km/hr is good enough to make sudden stops if needed.

I would suggest, putting a speed board which shows how much speed each car is driving on and a speed sign next to it which confirms the correct speed limit.
