Which option do you prefer?
Option 2: Retain the current 80km/h speed limit, do not change speed limit
Please tell us why?
I don't believe the average person will slow to the proposed speed limit through that area. Which I believe could make it more unsafe for pedestrians unsure if the average speed of cars will be 60 or 80kph. So a lights system at 80kph would be the better idea.

Travelling north bound/south bound
