By reducing the speed limit from 80-km/h to 60-km/h on this section of Te Rapa Road, one can expect the benefit in terms of avoided crash costs could be about equal to the vehicle travel time disbenefits. The avoided crash costs plus pedestrian amenity and severance benefits could be about 1.11 times the to the vehicle travel time disbenefits. It is noted that a reduction in the posted speed limit to from 80-km/h to 50-km/h would increase the benefits significantly, especially as pedestrian demand increases over time.

| Do you think any other physical changes are required to support the proposed speed limit change? |
Yes, other than for conventional 'pedestrian crossing' warning/guidance road signs and markings, and other conventional pedestrian crossing design aids, a staggered pedestrian crossing with a central median refuge is anticipated to be required. The central island refuge need to be at least 4 metres wide to allow for pedestrian railings/fencing on the perimeter and suitable clearances away from the face of kerbs and also to accommodate mobility scooter and wheelchair users, and pedestrians with prams, bicycles, etc. Note: The use of a platform-type crossing is not considered warranted in this location, at least initially, based on low pedestrian demand coupled with relatively high percentages of trucks (6%) using this road section.
