The estimated accident reduction is very trivial compared with the 3,121 hours per year collective impact on vehicles.
Do you think any other physical changes are required to support the proposed speed limit change?
There is no real justification for the change you propose, so save the $30k you were going to spend for something really beneficial, like better cycling infrastructure!

Travelling north bound/south bound, Travelling to/from work, For recreation i.e. cycling/bike track
