Lowring the speed to 60 will just create more bottlenecks in this area.
The suggestions that foot and cycle traffic will increase is unrealistic.
Do you think any other physical changes are required to support the proposed speed limit change?

It's a local road close to my house, Travelling to/from work, Take children to/from school
