Decreasing a speed limit from 80, to 60 for 460m, then increasing back to 80 again (as would be the case in both directions) would be confusing for drivers not familiar with the area.
The 460m of Te Rapa road in question is dual lane in both directions, with a raised median in the middle. I don’t believe decreasing the speed limit for just the section is necessary for safety. |

Barrier / wire separating the two directions of traffic.
Refuge island in middle of pedestrian crossing to allow elderly and disabled to cross safely, should they take longer than the average pedestrian. |
