With only minor estimated reductions in traffic accidents I believe the induced negative impacts may easily outweigh the benefits.
With many kiwi drivers unfortunately oblivious to their surroundings and in particular speed limits changing across sections of road, I believe the proposed limit change facilitates dangerous situations beyond the affected section.
The lowering of a limit as drivers enter a distinctly different area (i.e. exit the expressway) is sought and noticed. However upon transitioning back to a semi rural road (going past the fonterra factory) inattentive drivers often fail to notice a limit change back to the appropriate 80kph for that section. I believe that this combination of limit changes and inattentive drivers (of which there are many!) sets up dangerous situations in which attentive drivers will become frustrated with slow traffic and potentially attempt dangerous overtakes. This is addition to them generally exhibiting worse driving practices (e.g. reduced following distance) when frustrated. This danger applies to both northbound travel (onramp merging) and southbound travel as described above.
A final point: I think the developers should cover any cost related to implementing a decreased point due to the fact it financially benefits them!
