It is unclear what the purpose of pedestrian crossings across Te Rapa road would be. One thought is that people may need to cross to get to the correct bus stop to get into the city or out to Ngaruawahia, but other than that, there seems little reason for anyone to cross.
I’m not opposed to a speed limit change if this can be answered, but I think there is a benefit in maintaining a fast connection to Te Rapa for people living or travelling north of Hamilton. If a better connection between Horotiu via Northgate and the Te Awa Lakes development was established, I would support the speed limit change to 60km/h. |

I think a pedestrian connection (other than the river path) between Northgate and Te Awa Lakes development is important for connecting it with the wider Horotiu community, as it currently feels disjointed. The speed limit change only makes sense if greater accessibility is achieved, which requires safe crossing, enabled by lowering the speed limit.
