Because you have traffic coming from off the Expressway currently and to go from 100 to 60 for a short stretch then to 80. You also have, Horitiu, NGA traffic heading south also. From the Horitiu lights it 60 then 80 all the way to the roundabout by Te Awa. No one will go 60 at that short stretch of road.
