I think you should be looking at the visibility for pedistrians to cross. All of the roundabout in this area are overgrown with flax and bush. Now if I'm a pedestrian I want to look as far down the road as possible to time when I cross. If you install lights I would like to see the lights so I can slow down if required. The current layout only allows 100m or so visibility when you are traveling north.

Improve visibility by removing bush and add a cycle lane. Everyday I cycle down there and there is no safe spot going north
