Because ratepayers and road users shouldn't have to foot the bill for changes. Make the developer pay for a better crossing.

If a crossing is pur in it should be kept away from the entry point and exit point of the round about. Cars excel erase as they exit roundabouts which will put pedestrians at risk if the crossing is too close to the roundabout. Like the raised ones in Rototuna and the very dangerous crossing by caltex on Te Rapa road.
