Unwanted nuisance and unwarranted noise is hard to police - I would prefer wording that puts the burden on the busker to seek and have documented approval for any voice or noise amplification equipment.
To provide an example - on a recent Sunday traveling through Hamilton East there was a young gentleman loudly using a microphone and amplifier. "Buskers are not permitted to use voice enhancement equipment, including, microphones, amplifying equipment and loud hailers, unless they are part of an event approved by Council." would seem to clearly identify that activity as one being controlled - while the proposed wording: "Council reserves the right to place special conditions on busking approvals, including limits on amplification and restrictions on certain instruments or sound producing equipment that may cause nuisance." feels like it makes for both a weaker and more challenging to enforce policy. |
