Seems like a lot of wording changes just for the sake of it.
Consider the effects of changing this to “trading” focussed instead of a generic public places bylaw. Does the existing safety in pp bylaw (or other bylaws) cover enough about nuisance, occupation, obstruction of emergency services etc, that the public (non-traders) could read information and understand restrictions there? Essentially updates changes focus from public to only those trading. References to general manager within bylaw? Do all gm’s have delegation? Just reference council or unit? |
