How can you expect a new subdivision of rate payers to be expected to fund the water infrastructure. So we will have three entities administering our water systems.

How do you differentiate between a second dwelling of one grandparent and a house with two families and a house with four and the flat with two or more. Remember the original house is likely to have been there for decades paying rates.
