User pays makes sense. Eg if you’re looking to build in a lifestyle block with own water supply, then no water costs needed for that household?
New developments should pay more for the infrastructure needed to ones capacity. Otherwise it seems like developers are being heavily subsidised from mum and dad household owners. |
