1. Do you have any feedback on the IAWAI Water Services Strategy?
After reading your Water services strategy, I'm concerned that you have mentioned reductions in HUE's 2 and 3. Reality says that council spending combined with loan repayments on borrowed capital will be unable to provide a reduction in rate increases and therefore become unrealistic. I have advocated for the creation of IAWAI because I have worked on HCC water infrastructure projects and would prefer to see rate payers employed instead of contractors that do not live within the district. Equally I was also concerned about Hamilton's reliance on only one water and one waste water plant, a second was required on the east side of the Waikato river and infrastructure that allowed both systems to transfer load between them. Therefore I am happy to continue supporting IAWAI creation, however my biggest suggestion is for it to innovate from both a business and technology point of view. If IAWAI had an innovation arm that could identify and create other revenue streams for itself that could help to reduce its overall financial impact on all its rates payers.
2a. Do you support a growth pays for growth approach for new residential and commercial developments, including the use of growth charges to help fund growth-related infrastructure and services?

This must apply to city and town infrastructure only. I cannot apply to rural housing where the owner provides their own waster water and water infrastructure.
2b. In the current residential growth charges proposal secondary minor dwellings (i.e. granny flats) may be treated as ½ HUE. Do you support treating secondary minor dwellings as ½ HUE? If you have an alternative proposal, please explain.

If the owner is adding to their own infrastructure, then yes, this would seem fair, after all the waste has to be processed beyond the home owners premises.

After reading this document, I like how it shows a high level of community engagement and transparency.

Again, this is another great example of both councils understanding that not all rate payers are equal and having the power to wavier based on the situation is excellent.
