There are plenty of people who have 2 people per house, which is what would be expected in a granny flat, who are being treated as a full HUE. Granny flats should be no different, the cost of providing connections to them is likely the same as two full size houses. Again, building a granny flat adds value to the owner. So that growth should be paid for by the person who will benefit.
