The focus to make the user of water responsible both environmentally and fiscally is good.
In doing so the rate payer who has their own private water supply and waste management should not be charged. |

If the Granny flat is able to collect its own water and manage its own waste then it shuld not be charged anything.
If this is not possible then it should not be charged seperatly as it is essentially part of the same dwelling on the same shared space. The rate payer should be able to decide whether or not to charge the granny flat dweller anything. |

As the policy covers both urban and rural rate payers there needs to be significant engagement with both of these groups.
The water circumstances can be very different. From trickle feed to the rural dweller to city supply to rural dwellers via meter to rural dwellers who manage theri own water systems. |
