Estimate water usage (at least for households) rather than use water meters. Water meters are an unnecessary and wasteful expense that will ultimately be borne by the property owner.

Minor dwellings are a form of growth but they are typically going to use less supply water and have less sewage waste compared to the existing primary dwelling..
