| 1. Do you have any feedback on the IAWAI Water Services Strategy? |
We are a developer of purpose built Build To Rent accommodation. The proposed HUE approach seems like a very blunt instrument that will have unintended consequences.
1 bedroom dwellings for example are under supplied in the rental market, but they will carry a huge additional ratings burden if this approach is taken - the proportionate extra rates payed on a 1 bed relative to rent will skew market rents, and investor yields leading to even less 1 beds been built. The supply of new builds will naturally skew even more towards larger family homes more that it already does as this system creates an imbalance in terms of where costs fall relative to the end value of the dwelling, and the real demand on infrastructure. Surely it is easy to use available statistics on average occupancy for various types of dwelling to make an average expected demand assessment that is fixed but relates to the number of Bedrooms and rate accordingly? |
