1. Do you have any feedback on the IAWAI Water Services Strategy?
Mallow’s Hierarchy of Needs ( published in 1954 ) shows water as a fundamental baseline need.
I support initiatives that protect the provision of good clean water for everyone into the long term.
This, however, must be achieved in a manner that is affordable, otherwise it creates a vulnerability for the lower socioeconomic demographic.
The price harmonisation must be seen as well structured and fair.
If IAWAI can achieve the debt management through well thought out prioritisation, it will set a positive example for all other organisations.
2a. Do you support a growth pays for growth approach for new residential and commercial developments, including the use of growth charges to help fund growth-related infrastructure and services?

Your revenue estimate of $17,700,000 over the next 10 years is indicative of 3540 new builds. However, figures touted a couple of years ago, suggested that Waikato, being the fastest growing region in New Zealand, would need around 40,000 new homes in the next 10 years. Even if that figure was halved, you may get an unexpected boost in revenue. Hopefully, that will help with your borrowing levels which will always need to be managed tightly.
2b. In the current residential growth charges proposal secondary minor dwellings (i.e. granny flats) may be treated as ½ HUE. Do you support treating secondary minor dwellings as ½ HUE? If you have an alternative proposal, please explain.

Typically, a secondary minor dwelling will be around 30sq meters, or perhaps 40sq meters, and probably indicative of constrained financial circumstances, where every dollar counts.
Perhaps a more equitable formula will be to set the Hue in proportion to the main dwelling, rather than one size fits all.
